PAKENHAM PARISH COUNCIL
Minutes of a virtual Extra Ordinary Meeting of the Council
held on Wednesday, 31st March 2021 at 7.30pm

Present: Cllr Painter, Cllr Davey, Cllr Palfrey, Cllr Sargent and Cllr Sidebotham No Members of the public were in attendance. Mrs S Brown (clerk) took the minutes.

1 - Record Councillors' apologies for absence:-
Apologies received from Cllr Dorling after the meeting.

2 - Declarations of interest: No declarations of interest received.

3 - Public Forum: No members of the public in attendance.

4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 17th March 2021 were approved to be signed as a true record.

5 - To consider Chair attending Sizewell C meeting in regards Fen Meadows:-
Letter received from the Community Relations Officer, Sizewell C had been circulated to Councillors. Council discussed and agreed the Chair to attend the meeting on Tuesday, 20 April. To try and receive answers to the list of questions sent to Sizewell C which had been agreed at the Parish Council meeting of 25 November 2020. Cllr Sidebotham to attend to observe and help take notes as the Clerk was unable to attend. The Clerk to confirm to the Communtiy Relations Officer.

6 - To consider Allotment request:-
The Clerk read out a request from the holder of allotment plot 5 for permission to erect a suitable sized shed on the plot and to use weed control membrane as stated under paragraph 5j in the tenancy agreement. Council discussed and all in agreement for a shed and suitable weed control membrane to be used on Plot 5. The plot holder also asked whether the allotment association could take over the ownership of the water meter agreement that had previously supplied the bowling green. Council discussed and the Parish Council did not wish to be responsible for the supply of water to the allotments. It was agreed the Clerk to ask Anglian Water if the allotment association took over the water supply would the Parish Council still be responsible as the pipe was on land owned by the Parish Council. If the Parish Council would still be liable for any payments they would not wish to go ahead. To place on the next agenda.

7 - Planning Applications to comment:-

i. DC/21/0441/LB : Red Castle Farm, Red Castle Farm House, Brand Road
Replace all damaged existing lime & sand render with a lime & chalk mix
Council discussed and all in agreement no objection.
ii. DC/21/0525/TCA : The Fox Inn, The Street
1 Ash remove 2 smallest main stems back to main union
Council discussed and all in agreement no objection.
iii. DC/21/0472 : Dovecote Red Castle Farm, Brand Road
Replace all existing render with wood wool board & lime render
Council discussed and all in agreement no objection.
iv. DC/21/0519/TPO : Mulberry House, Church Hill
4 Lime repollard, 1 Lime pollard, 1 Oak pole thin outer canopy by 33%, 1 Oak reduce top of crown by up to 2m & reduce side limbs church side by 2.5m
Council discussed and all in agreement no objection.
v. DC/21/0468/LB : 1 Church Green, Church Hill
Dormer to rear elevation, rooflight to rear elevation, internal works to facilitate use of first floor
Council discussed and all in agreement no objection.
vi. DC/21/0638/HH : 1 Church Green, Church Hill
Dormer to rear elevation, rooflight to rear elevation
Council discussed and all in agreement no objection.

vii. Enforcement Updates: None received, Council briefly discussed outstanding enforcements.

8 - To consider any payments to be made: No invoices received.

9 - Councillors' reports and items for future agenda:-
The Chair advised the benches were due to be delivered to the village hall in a couple of weeks.

10 - Date of next meeting:-
The date of the next scheduled virtual meeting was confirmed as Wednesday, 21st April 2021 which would follow the Annual Parish Meeting at 7pm on 21 April 2021.

There being no further business the meeting was closed at 8.05pm
