PAKENHAM PARISH COUNCIL
Minutes of a virtual Extra Ordinary Meeting of the Council
held on Monday, 3rd August 2020 at 7.30pm

Present: Cllr Painter, Cllr Dorling, Cllr Bagnell, Cllr Davey, Cllr Palfrey, Cllr Sargent and Cllr Sidebotham. No Members of the public were in attendance. Mrs S Brown (clerk) took the minutes.

1 - Record Councillors' apologies for absence: All in attendance.

2 - Declarations of interest: No Declarations of Interest received

3 - Public Forum: No members of the public in attendance.

4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 15th July 2020 were approved to be signed as a true record.

5 - Cycle Routes in the area – Working Group update:-
Cllr Painter gave an update: he had spoken to the area member of highways concerning the cycle routes and possible adaption of the road system and it was agreed two officers from Highways will come out to Pakenham to meet a representative of the Parish Council. The current rights of way map are out of date and it was hoped the Officer will provide an updated map. Cllr Painter was happy to put together a draft letter for the improvements/cycle routes for Pakenham to circulate to all members for their input and ideas before the meeting with Highways. Council discussed and all in agreement for Cllr Painter to draft the letter and then circulate as a way to push this forward, to also ask for possible dates for the meeting with highways. It was hoped if a rights of way map is received this would enable the proposed cycle ways to be marked up for everyone to view and comment. It was hoped to have a circular route and to also include Ixworth, Thurston as there was already a cycle route from there to Bury.

6 - To consider use of the former bowling green area:-
The Clerk advised there were currently two people on the waiting list for allotments. Council discussed and agreed to leave the area as it is as it is currently being maintained. Cllr Sidebotham advised the new posts have been installed at the allotments by M&TJ's and what a good job they are doing looking after the village. Cllr Dorling asked if they had also installed the small fence at the lawn cemetery, no one was able to confirm this. The Clerk advised no invoice for any works had yet been received.

7 - Planning Applications to comment:-
i. DC/20/1102/TPO 8 Church Cottages, Church Hill
1no Oak crown lift to 3.5m & remove epicormic growth.
Council discussed and all in agreement no objection.
ii. DC/20/1172/TPO 2 The Greenwoods
2no Cherry trees overall crown reduction by 20% & a crown lift by 3metres.
Council discussed and all in agreement no objection.
iii. DC/20/1028/FUL Offices James Reinman Marine Ltd, The Broadway
3no dwellings (following demolition of existing work sheds) & associated work (previous application DC/19/0514/FUL).
Council discussed Cllr Dorling proposed no objection seconded by Cllr Palfrey all in agreement with the comment: Council would ask a condition is made that before any building works take place it is ensured the existing workshops are demolished and all commercial use on this site is extinguished as the present application does not make this clear and Council asks that this must happen.
iv. DC/20/03016 Landimore, Church Hill, Thurston
Erection of two storey side extension and single storey rear extensions. Installation of chimney stack to southern gable elevation. Erection of front porch and application of cladding to external elevations (following demolition of conservatory).
Council discussed and all in agreement no objection.

v. Outstanding planning/enforcement issues:-
Kerbs Grimstone End: This was reported by the Clerk Ref: 00279723 on the 4 June 2019 and an email received stating SCC will investigate and make a decision on any action to be taken within the next 30 days. Cllr Dorling had also reported to a Highways Officer and to County Cllr Hopfensperger no further updates had been received, the Clerk to inform Cllr Hopfensperger.
Rivendell: The Clerk had been informed on 24 June this is still an open case Ref: EN/20/0184 Airbnb
Clatter Cottage: The Clerk had been informed by the Planning Officer on 9 June that this is still an open case
Strathcona: This is still an open case

vi. Applications determined by Planning Authority: No applications determined by the Planning Authority had been received.

8 - Councillors' reports and items for future agenda:-
Cllr Bagnell advised the drainage works at the bottom of Mill Lane had been completed.

9 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Wednesday, 16th September 2020, if current regulations are still in place this will be a virtual meeting.

There being no further business the meeting was closed at 8.10pm
