Pakenham Parish Council : Minutes 11th November 2019

PAKENHAM PARISH COUNCIL
Minutes of the extra ordinary meeting held on Monday, 11th November 2019
at 5pm Pakenham Village Hall

Present: Cllr Dorling, Cllr Bagnell, Cllr Davey, Cllr Palfrey, Cllr Sargent and Cllr Sidebotham.
Five Members of the public were in attendance. Mrs S Brown (clerk) took the minutes.

1 - Record Councillors' apologies for absence:-
Apologies received and accepted for Cllr: Painter. Cllr Sargent joined the meeting late.

2 - Declarations of interest: Cllr Bagnell declared an interest in item 5ii.

3 - Public Forum: No member of the public wished to speak.

4 - To consider the approval of the minutes of the last meeting:-
The minutes of the meeting held on 23rd October 2019 were approved and signed as a true record.

5 - Planning Applications:-
i. Amended: DC/19/1849/HH : Little Park, Upper Town
2no Roof Lights
Application to be revisited due to agent advising the planning officer the larger clear window may not be moved to the front of the property as Council was advised at the meeting of 23rd October 2019.
A resident read out a statement of objection. Council discussed, Cllr Bagnell proposed objecting to the application seconded by Cllr Palfrey a majority decision, four objecting and one Councillor no comment to this application. Cllr Sidebotham commented if two small windows were placed to the front of the property Council may be minded to have no objection.

Cllr Bagnell left the room.
ii. DC/19/2166/CLE : Redcastle Farm Cottage, Brand Road
Lawful development for existing use or development – Agricultural Barn
The applicant briefly spoke on the condition of the barn. Council discussed Cllr Sidebotham proposed no objection seconded by Cllr Palfrey all in agreement no objection.
Cllr Bagnell re-joined the meeting.

6 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Wednesday, 27th November 2019 at 7.30pm in the village hall.

There being no further business the meeting was closed at 5.15pm.
