Present: Cllr Painter, Cllr Dorling, Cllr Bagnell, Cllr Davey, Cllr Palfrey, Cllr Sargent and Cllr Sidebotham. Two Members of the public were in attendance. Mrs S Brown (clerk) took the minutes.

County Councillor's report:-
Cllr Hopfensperger attended and gave a report which included the recent report of a dangerous pothole on the pavement on Bell Corner has been prioritised for filling. The home school transport was passed following the recent Scrutiny Meeting. It was advised she was still chasing to arrange an Officer to give advice to Cllr Dorling, Cllr Dorling was happy to chase if given the contact details. Cllr Hopfensperger to meet Highway Officers at Rougham depot and will highlight Pakenham's outstanding highway issues, this was briefly discussed. Cllr Sargent highlighted the tree outside no.35 on The Owell and on the green and handed over all the correspondence on it to Cllr Hopfensperger.
Borough Councillors report:-
Cllr Brown attended and gave a report which included: A resident had queried landowners change of use for storage of road surfacing machinery for the meadow off Fen Road, the Parish Council were not aware of this issue, Cllr Brown to go back to resident. Havebury Housing had informed Cllr Brown the house on Fen Road had been publicly advertised for 5 days creating a lot of interest and sold. Cllr Dorling advised the question which had been asked of Havebury was why they had sold it after they had informed the Parish Council of the need for large family housing. Cllr Brown to also ask how many houses are owned by Havebury in Fen Road. All the enforcement issues are still with legal. Cllr Brown was thanked for taking these issues forward and for his work on the kebab van. Cllr Brown had been approached by a resident asking if an 'H' could be placed on the road to prevent people parking across their entrance.
Cllr Brown advised of a visit by Jo Churchill M.P. due to take place on 15th August 12 – 1.30pm at Great Barton Village Hall, the clerk advised a poster for the event had been placed on the Noticeboard.
Public Forum:-
A resident reported a burst water pipe which Anglia Water had repaired but traffic signage had been left with no signage on the main road preventing buses/large vehicles coming down the road. Cllr Hopfensperger to investigate traffic management signage in emergencies.
4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 27th June 2018 were approved and signed as a true record.
5 - Reports:-
i. Outstanding Highways Issues Incl. Trees in Verge The Owell: Dealt with in item 3.
ii. Outstanding Enforcements: Dealt with in item 3.
iii. Condition of Salt Box Grimstone End: Cllr Dorling had inspected the salt box and reported it still had salt within it and was still functional but the catch was damaged. Cllr Dorling had mended the catch and Council thanked him for carrying this out. Council agreed to keep the salt box as it had been used by residents over the winter months.
iv. Clerks Report: Puppy training classes, the Clerk confirmed a copy of the insurance had been recevied. Council briefly discussed the removal of the hedge for allotments, to place on next agenda.
6 - Review Asset Register:-
A copy of the asset register was circulated to Councillors, Council discussed and agreed the asset register was correct and the insurance cover was adequate. The Clerk to check the insurance cover for village organisations/volunteers in regards putting up on the tent.
7 - Correspondence: To circulate Clerks & Councils Direct
i. Thurston Neighbourhood Plan Pre-Submission (Regulation 14) Consultation: Council discussed Councillors to go on the link provided, if they wished the Council to make a comment to contact the clerk to arrange an extra meeting.
ii. Local Government Boundary Commission West Suffolk Review: A letter received was read to Council and email circulated.
iii. West Suffolk Civic Leadership Review: Letter received was read to Council and briefly discussed.
8 – Planning:-
Planning Applications:-
i. DC/18/1330/TCA : Compton Cottage, Fen Road
Trees in a conservation area 1no. Copper Beech & 1no. Beech reduction of canopy by 25%
Council discussed and all in agreement no objection.
Cllr Bagnell left the meeting.
ii. DC/18/1292/HH :Misty Meadows, Fen Road – Two storey rear extension (following demolition of existing conservatory): Council discussed Cllr Palfrey proposed no objection seconded by Cllr Dorling all in agreement no objection.
Cllr Bagnell re-joined the meeting.
iii.No applications determined by planning authority
iv. A letter had been received from Mid Suffolk & Babergh District Council advising Application: 4386/16 Land on The West Side of Barton Road, Thurston – Erection of 138 dwellings. Construction of new vehicular access and provision of cycle/pedestrian link to Barton Road. Provision of road and drainage infrastructure, landscaping and open space. The application has now been withdrawn.
9 - Finance Report and to consider payments to be made:-
The deposit account held a balance of £10,014.35
and the current account held a cleared balance as of 2nd July 2018 of £21,745.55
and an uncleared balance after the invoice on the agenda has been paid of £20,781.25.
Receipts received: Allotment rent had all been received bar one payment of £8 a reminder has been sent to the tenant. The first instalment of the precept has been received and the VAT reclaim of £1,383.55 for year 2017/18 has also been received.

10 - Councillors' reports and items for future agenda:-
Cllr Sidebotham highlighted what a good job M & TJs carried out keeping the village tidy, Council agreed, the Clerk to pass this on to M & TJs.
Cllr Dorling had reported a recent case of fly tipping and advised St Edmundsbury had cleared the rubbish away and asked Cllr Brown to pass on his thanks.
Cllr Palfrey advised Cllr Davey had cleared away overgrown vegetation from signage and Cllr Palfrey had cleaned out the bus shelter.
Cllr Sidebotham had attended the Ixworth Patients Association as the Parish Council representative and reported what a good job the Pakenham village representative had been carrying out.
Cllr Dorling reported a number of complaints had been received in regards the overgrown hedge between Grimstone End and the Watermill, the Clerk to write to the owner of the land asking if it could be cut back as it was becoming dangerous, to place on next agenda.
11 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Wednesday, 19th September 2018 at 7.30pm in the village hall.
