1 - Election of Chairman:-
Cllr Bagnell proposed Cllr Painter this was seconded by Cllr Palfrey all in agreement Cllr Painter dually elected Chairman
i. Cllr Painter signed the Declaration of Acceptance of office
2 - Declarations of Interest: No declarations were received.
3 - Record Councillors' apologies for absence:-
Apologies received and accepted from Cllr Brookman
4 - County Councillor's report:-
Cllr Hopfensperger was not in attendance.
Borough Councillor's report:-
Cllr Brown updated Council on the new Mayor.
The kebab van planning application had been refused by the Borough. The van is complying and is only visiting the site on Bury Road in the evenings so there is nothing more that the Borough can do. If further action is to be taken it will have to be through Suffolk County Council as they are the landowners.
Shetland Boatyard, a response has been received from the Borough and is attached for information but no further action will be taken.
The vegetation on the pavement at Bury Road, a new officer in the relevant department is aware.
Cllr Brown was aware of problems with sewage/sludge on one side of The Street following heavy rainfall both Anglia Water and the Environmental Agency had been called out with Officers attending from both. Cllr Sidebotham advised water samples had been taken from the stream but most of the pollution had already gone through by the time this was taken. However, the Officers had walked back up to the sewerage works finding sewerage debris on Nether Hall land and this was an ongoing issue. The Council discussed the matter and agreed the clerk to write to Mid Suffolk District Council planning department informing them of the concerns of Pakenham parish council re the proposed large number of new housing going into Thurston as Pakenham is already experiencing problems with this older sewerage works. To ask therefore if planning permission is given for more housing at Thurston the planning department ensure the sewerage works are updated to cope with the increased volume.
Public Forum:-
It was advised there was a new case of fly tipping in the same area as was previously cleared, Cllr Dorling to deal with it. It was asked if Cllr Brown could enquire whether St Edmundsbury would install a camera at the site. It was advised a car, although parked on a drive on Fen Road is continually jutting out into the road and is a hazard to other road users, the clerk to inform the police.
5 - To consider the approval of the minutes of the last meetings:-
The minutes of the meetings held on 26th April 2017 were approved and signed as a true record.
6 - Appointment of Vice-Chairman:-
Cllr Sidebotham proposed Cllr Dorling seconded by Cllr Bagnell all in agreement Cllr Dorling dually appointed Vice-Chairman and signed the Declaration of Acceptance of office.
7 - To confirm PVH &PFA and Pakenham Charities representative & tree officer:-
Cllr Sidebotham proposed Cllr Dorling to continue as tree officer seconded by Cllr Bagnell all in agreement. Cllr Bagnell proposed Cllr Palfrey to continue as the Parish Council representative on the PVH & PFA committee seconded by Cllr Sidebotham all in agreement. Cllr Davey proposed Cllrs Dorling and Palfrey continue as the Parish Council representatives on Pakenham Charities, seconded by Cllr Sidebotham all in agreement.
8 - Reports:-
i. Outstanding Highway Issues: All Councillors had received an updated list nothing further to add. A site visit to be arranged with Cllr Hopfensperger and Highways.
ii. Clerk Report: An area on Bury Road had been identified where a post could be installed for TVAS the relevant paperwork has been sent to the SCC contractor.
Notification has been received in regards new data protection legislation in 2018 details will follow nearer the time.
Allotment plot 10/11 has been offered to the next person on the waiting list who has been sent a tenancy agreement.
Two burials have taken place in the lawn cemetery in May re-opening of plots D3 and D30.
9 - To consider donation requests from Voluntary Network and MAGPAS air ambulance:-
Cllr Sidebotham nominated the Monday Club to also receive a donation. Council discussed, Cllr Davey proposed £50 donation to the Monday Club seconded by Cllr Bagnell all in agreement.
Cllr Dorling proposed £50 donation to Voluntary Network seconded by Cllr Davey all in agreement. Cllr Bagnell proposed £50 donation to MAGPAS seconded by Cllr Sidebotham all in agreement.
10 - To consider fence works at allotment plots A,B & C:-
Council discussed and all in agreement there currently were not the funds to pay for this as approximate cost would be £500 but were happy if the allotment holders wished to put up wire to stop any animals getting on their plots. Clerk to inform allotment holders.
11 - To consider and agree clerk's annual salary scale from SCP18 to SCP19:-
Council discussed Cllr Sidebotham proposed agreeing clerks pay scale from SCP18 to SCP19, seconded by Cllr Palfrey all in agreement.
12 - Correspondence:-
Email received from Ixworth & Ixworth Thorpe Parish Council in regards to their application for the designation of a neighbourhood area requesting the Parish Councils views on the appropriateness of the designated neighbourhood area. Council studied the map given and all Councillors agreed the boundaries appeared to be correct.
To circulate: Suffolk Voice the Chairman of PFH &PFA was given the copy of Clerks & Councils Direct.
13 - Planning Applications:-
DC/17/0883/HH : Willow House, Fen Road
Single Storey rear extension & conversion of garage to habitable room: Council discussed and all Councillors in agreement no objection.
DC/17/0932/HH : The Croft, Bell Corner, Fen Road
Demolition of existing modern conservatory & construction of single storey side extension.
Council were unable to discuss as the paperwork had not been received nor were they able to open the documents to view or print. To go back to the planning authorities to ask for an extension to the next meeting Cllr Brown also advised he had been unable to view these plans and to cc him into the email.

14 - Finance Report and to consider payments to be made:-
VAT has been reclaimed and received for £661.15,
£400 received and banked for x2 burials in May plots D3 & D30.
A total of £168 has been received in allotment rents.
The deposit account received interest of £26.53 on 3rd April 2017 and holds a cleared balance of £6,741.87.
The current account had a cleared balance at 31st March 2017 of £14,406.30 and an uncleared balance after the invoices on the agenda have been paid of £25,874.29.
i. Annual review of Financial Risk Assessment: Council discussed and were happy the financial risk of the Council was sufficiently assessed.
ii. To receive & consider Internal Audit Report: The internal audit report was read to Council no recommendations were required.
iii. To consider & approve end of year statement, authorise Chair to sign on behalf of Council: All Councillors had received a copy, all Councillors in agreement to approve the end of year statement and authorise the Chair to sign which the Chair dually carried out.
iv. To consider & approve Annual Governance Statement Section 1 & authorise the Chair to sign on behalf of the Council: All Councillors had received a copy, the Clerk read out the Annual Governance Statement Section 1 to Council. All Councillors in agreement to approve and authorised the Chair to sign which the Chair dually carried out.
v. To Consider & approve Accounting Statement Section 2 & authorise Chair to sign on behalf of Council: All Councillors had received a copy. All Councillors in agreement to approve the Accounting Statement Section 2 and authorised the Chair to sign which the Chair dually carried out.

15 - Councillors' reports and items for future agenda:-
The clerk was asked to ensure the person cutting the cemetery meadow sent a copy of their insurance. Cllr Sidebotham highlighted a number of cars parking on the pavement throughout the village, the clerk to advise the police. Cllr Sidebotham highlighted a dead tree on verge, the Chair advised this was not on Parish Council land and advised the landowner should contact SCC.
16 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Wednesday, 28th June 2017 at 7.30pm in the Village Hall.
