Minutes of the meeting held on Wednesday, 22nd March 2017 at 7.30pm
Pakenham Village Hall

Present: Cllr Painter, Cllr Dorling, Cllr Brookman, Cllr Davey, Cllr Palfrey and Cllr Sidebotham
Two Members of the public were in attendance.
Mrs S Brown (clerk) took the minutes.

1 - Record Councillors' apologies for absence: Apologies received and accepted from Cllr Bagnell

2 - Declarations of interest: No declarations of interest received

3 - County Councillor's report: Cllr Hopfensperger attended and gave a report which included: The A143 resurfacing works taking place week commencing 24 April the works will extend 870metres back from the roundabout with the 1088 finishing at The Willows. Mill Road repairs should be carried out at the same time. The Bunbury Arms stretch of the A143 has been reported and Cllr Hopfensperger will chase. It was advised the large pot hole on Brand Road to be filled within 20 days from today. The cutting back of hedgerow at Upper Town crossroads has been completed and Council were happy with the works. Update on Westley Bridge the works are on target and should be finished on 7 April. Cllr Dorling reported Kier are creating 50 new jobs Cllr Hopfensperger did not know what type of jobs these were and advised SCC highways were currently going through a restructuring. It was also advised infrastructure monies were being used for nine different junctions in Bury.
Borough Councillor's report: Cllr Brown attended and gave a report which included: The A143 works to be carried out and thanked Cllr Hopfensperger and Cllr Spicer for their help in pushing this forward. Cllr Brown advised the site behind 'Mulley's' no action could be taken at the moment and was currently being monitored. Cllr Brown to check how much soil can be transferred without a licence. Bury Road planning application for siting of kebab van to send an agenda to Cllr Brown if an extra meeting is needed. It was advised there was only 4 weeks left to give views on the Master Plan for Bury town centre consultation, this was briefly discussed.
Public Forum: It was asked if there was an update on the Shetland Boatyard site. The clerk advised this had been reported to St Edmundsbury Borough Council and the Enforcement Section for investigation Ref No: EN/17/0056 Breach Conditions were investigating. The Enforcement Section had also been advised of the large number of lorries delivering topsoil to the site as well as Borough Cllr Brown and SC Cllr Hopfensperger. This was discussed including covering the flood plain with high levels of soil, Cllr Brown to get an update on the situation.

4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 22nd February 2017 were approved and signed as a true record.

5 - Matters arising from previous meeting:-
i. Speeding in village/Upper Town: Nothing further to report

ii. Shetland Boatyard: Covered in item 3

iii. Tree Surgery Works: Cllr Dorling advised the residents who share ownership with the parish council for the veteran oak tree are happy to pay a donation to the parish council towards the works needed on the tree. All Councillors were happy for the works to be undertaken. The clerk to write to the residents advising them that Urban Forestry will be undertaking the works and to advise Urban Forestry to go ahead with the works. To place tree works including overhanging branches on the September agenda.

6 – Clerk's Report:-
Suffolk Constabulary have been informed of the date of Pakenham's Annual Parish Council meeting if an officer is available they will try to attend. The rent for the village hall will be increasing to £22 per session from 1st April 2017.

8 - Outstanding Highways issues: All Councillors had received a copy and had been updated.

9 - Bi-Annual Risk Assessment of Assets:-
All Councillors had received a copy and all Councillors were in agreement for the Chair to sign the risk assessment as satisfactory.

10 - To confirm sites for temporary VAS signage:-
Three sites had been highlighted 1. Fen Road outside Eden Cottage – 2. Fen Road opposite Pightle House – 3. The Street on green verge opposite Elmwood. Council discussed and asked for a 4th site to be included on verge by Manor Garth. The clerk to complete forms and send to SCC contractor.

11 - Correspondence - To distribute Clerks & Councils Direct:-
i. 2018 Parliamentary Boundary Review – Eastern Region: Details had been circulated and were read to Council

ii. Sport England Community Funding: email details had been sent to PVH & PFA

iii. Better Broadband poster detailing subsidy scheme to be placed on noticeboard

12 - Planning:-

2no Sycamore fell, 2no Limes reduce in height, Limes x 2 re-trim top height to level agreed 7 years ago: Council discussed and agreed no objection

The clerk advised a further planning application DC/17/0272/FUL land adj Gemeed, Bury Road – continued use of land for stationing of mobile catering trailer outside of operating hours, had been received which was too late to be added to the current agenda. An extension had been asked for, if unavailable, an extra meeting to be held on Tuesday, 4th April at 7.30pm. The clerk to advise SC Cllr Hopfensperger of the application reminding her that SCC is the landowner and they may wish to comment. The Parish Council have received adverse comments from residents on Bury Road about the stationing of the 'kebab van' over a period of time.

13 - Finance Report and to consider payments to be made:-
The deposit account on 4th April 2016 had a cleared balance of £6715.34.
The current account held a cleared balance of £17,236.96 on 2nd January 2017 and an uncleared balance of £14,159.50.
Receipts and expenditure for year were distributed to Councillors, the budget against four quarters distributed to Councillors.
All Councillors agreed to the payment of invoices below:

14 - Councillors' reports and items for future agenda:- Cllr Painter advised the pavement near Pakenham Lodge was extremely slippery from a large amount of fallen leaves and may cause an accident, the clerk to inform St Edmundsbury. Cllr Palfrey advised PVH & PFA were holding their AGM all Councillors in agreement for Cllr Palfrey to attend as the Parish Council representative.

15 - Date of next meeting :–
The date of the next scheduled meeting was confirmed as Wednesday, 26th April 2017 at 7.30pm in the village hall.

There being no further business the meeting was closed at 8.55pm
