2 - Declarations of interest: Cllr Bagnell declared a non-pecuniary interest in item 5a
3 - Public Forum:-
It was reported large amounts of dog waste had been found on the pavement in The Street. Cllr Sargent to try and get a poster laminated to put up. The clerk to contact environmental health for advice on any steps the parish council could take to help the situation. It was advised a number of potholes had appeared also the ‘duck sign’ had fallen down the clerk to contact Highways. To also ascertain from Highways the programme for the third phase of improving drainage around the Village Hall and the progress re the gulley at Grimestone End to also thank Highways for all their work in the village over the last year. A large standing puddle was reported on Pakenham Road the clerk to contact Thurston parish council informing them.
4 - To Consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 26th November 2014 and 10th December 2014 were approved and signed as a correct record.
5 – Planning:-
DC/14/2215/FUL : 9 The Owell
Construction of 2 no. detached bungalows to include a new vehicular access.
Council discussed the plans. Cllr Brookman proposed objecting to the plans by reason of overcrowding on site and concern vehicles cannot turn on this site and will be forced to reverse along the shared drive seconded by Cllr Sargent and agreed by all Councillors
No further applications had been received.
6 - Councillors’ reports and items for future agenda:-
Cllr Palfrey understood there was no position of Vice President in the British Legion as stated in the minutes in item 3 of the minutes of 26 November.
Cllr Palfrey advised the PVH & PFA had changed the date of their last meeting so he had been able to attend.
The clerk was asked to contact Anglian Water to chase up the update as promised by Mr Farrow at the meeting of 29th October.
The clerk to obtain an update on the three planning enforcements within the village.
It was reported the footpath behind The Owell was impassable due to the muddy conditions to ask the Footpath Officer at SCC whether plainings could be placed on the path.
To report a finger post was down (No. 2 on the footpath map) and three planks were missing on the bridge on the footpath after the ‘agri centre’.
Cllr Brookman asked if a microphone could be used at meetings when large numbers of the public attended. Cllr Painter to consider with the Chairman of PVH & PFA for future meetings.
