PAKENHAM PARISH COUNCIL
Minutes of the meeting held 7.30pm 28th September 2010, The Martin Room

Present: Cllr N Farthing (in the Chair), Cllr D Dorling and Cllr R Griffin and Mrs M Gardiner (clerk). Cllr H Painter joined the meeting after the first planning application.

1 - Apologies for absence: Cllr M Bryant, Cllr A Kibbel, Cllr M Sargent.

2 - Declarations of interest:-
Cllr Painter expressed an interest in 1 Micklemere and was not present for the discussion or when the decision was made.

3 - Public Forum:-
A village resident told Councillors that he was about to re-submit a planning application and asked for the Council's support. The Chairman told him that Councillors had not objected to the previous proposal, but that the forthcoming application would be considered on its own merits.

The Chairman convened the meeting.

4 - Clerk's report:-
A letter has been received from the Land Registry advising that any land owned by councils should be registered with them. Advice will be sought from a solicitor.
Local Governance Review - Gt Barton has approached St Edmundsbury with a view to moving ten dwellings in the Brand Road area from Pakenham parish into Great Barton. Residents views to be collected. Clerk to action.

5 - Planning applications:-
SE/10/1111 - 1 Micklemere, Mill Road.
Raising of roof height of existing single storey double garage to facilitate habitable accommodation on the first floor.
After discussion, Councillors agreed unanimously to support this application.

SE/10/1165 - Woodstock House, Fen Road.
Conversion and extension of existing outbuilding to form annexe.
Councillors unanimously agreed to support this application.

TPO237(1973)3 - Tree Preservation Order Application.
(i)Fell one Sycamore tree (1 on plan)
(ii) reduce height to point shown on photographs to two Lime trees (2 & 4 on plan) and
(iii) remove branch to point shown on photograph to one Sycamore tree (13 on plan) - all trees within Area A4 on Order.
Councillors will visit the site before making a decision.

SE/10/0756 - Conversion of existing single storey outbuildings to form
(i) annexe and
(ii) residential holiday let with associated alterations as amended by plan no. 6202004B received 22.9.10 detailing amended parking and manoeuvring layout following partial demolition of wall.
Councillors considered the amendment and agreed to support them.

Granted:-
SE/10/0959 - River Cottage, The Street.
Erection of lean-to outhouse/store

The Broadway - Councillors understand that this application is to be returned to committee. The Parish Council agreed to ask the legal department to explain the reason for this.

6 - Finance Report:-
Approval of Annual Return - The conclusion of the audit has been received.
Cllr N Farthing proposed that the Annual Return should be approved and accepted by the Council. Cllr Griffin seconded the motion.

7 - Date of next meeting:-
21st October in the Martin Room, St Mary's Church.
