3 - Public Forum:-
There has been some fly-tipping at the entrance to Anderson's pit - Police to be informed.
4 - County Councillor's Report:-
A report has been received of a lorry approaching Baileypool bridge, but as the driver realised his mistake in time, no action will be taken.
Speeding at Upper Town - Cllr Hopfensperger has asked for the 30mph signs to be moved further from the crossroads so that vehicles have time to slow down before reaching the houses. SID will be placed at the crossroads to provide evidence of the need for the signs to be moved.
The Chairman requested that when signs are erected, they are put at a reasonable and consistent height..
Cllr Spicer asked if the missing bollard would be replaced. This bollard is not really necessary and has been knocked down several times in its short life.
Cllr Hopfensperger was told that the box on pole no 59 has been left open after repairs and asked to pass residents' thanks to the engineers for repairing the potholes.
5 - Borough Councillor's Report:-
Cllr Spicer reported that two rare butterflies have been found in Pakenham Wood.
After a request, Cllr Spicer has clarified waste collection arrangements for Baileypool Farm. They are in Ixworth parish, not Pakenham.
Councillors are encouraged to attend the Parish Conference on 2nd November in Hawstead Village Hall when, at Cllr Spicer's request, Rural Enforcement Policy and Public perception is to be discussed.
Footpath Leaflet - a permissive path is missing from the map.
Mill Road - The Enforcement Officer has three cases above Mill Road on her list for action. The Planning Officer has requested extra funding to speed up action on enforcement issues. The owner of the land at Mill Road has received letters from the Council, but, as yet, has not replied or taken the action required.
The Chairman told Cllr Spicer that the Council was considering taking the case to the Ombudsman. Cllr Spicer suggested that he should officially register the complaint with St Edmundsbury Borough Council, when he will be informed of the procedure.
Nearby residents are suffering, mentally and physically, through the actions of the owner of this land.

Councillors agreed that these should be signed as a true record.

Norton Parish Council are considering the benefits of using a speed gun in the village and ask if Pakenham might be prepared to share the cost.

After carefully studying the plans, Councillors agreed unanimously that they have no objection to this application.
Granted:-
SE/10/0785 - Manor Farmhouse.
Planning application for three houses at The Broadway was approved by the Development Control Committee in July subject to an S106 agreement concerning the provision of affordable housing. The decision cannot be issued until this has been resolved.
The Acorns - the owners have been advised to seek planning permission for their log cabin/summerhouse.
Bill & Ben Nursery - no change of use application has been received by St Edmundsbury as yet.

A Finance Report was circulated. All payments were agreed.
11 - Review of burial and memorial charges:-
After studying charges at other local parish burial grounds, Councillors agreed new charges as shown on the attached sheet. This will be circulated to local undertakers.
