PAKENHAM PARISH COUNCIL
Minutes of the meeting held 7.30pm 15th July 2010, The Martin Room

Present: Cllr H Painter, Cllr M Sargent, Cllr A Kibbel, Cllr D Dorling, Cllr R Griffin, Borough Councillor C Spicer (arrived late) and Mrs M Gardiner (clerk).

1 - Apologies for absence:-
Cllr N Farthing, Cllr M Bryant, County Councillor R Hopfensperger. Borough Councillor C Spicer apologised for his late arrival.

2 - Declarations of interest:-
Cllr Painter expressed an interest in the planning application at Manor Farmhouse and left the room while it was discussed and the decision made.

3 - Public Forum:-
The Borough Council have reported that they are currently seeking legal advice regarding enforcement action at Mill Road. Clerk to continue to chase for action by St Edmundsbury.
HGV's are still straying into the village despite warning signs showing weight limit.. Satnavs are still a problem

4 - County Councillor's Report:-
Cllr Hopfensperger apologised for not attending and will send her report shortly. She is looking into the lorry situation in Fen Road.

5 - Borough Councillor's Report:-
Cllr Spicer joined the meeting on his return from London and reported as follows:-
There is a scrutiny meeting soon where the problem at Mill Road will be discussed. Cllr Spicer and the Parish Council will keep pressure on the Borough Council for action to be taken. The Chief Executive is actively involved in the case. We would like to see some evidence that he has started proceedings. It is now two months over the due date and nothing has been done. The possibility of approaching the Ombudsman was discussed.
Cllr Spicer reported that planning permission had been granted for the three houses on the Shetland Boats site.

13/04/10 - Theft from Motor Vehicle - Outside The Fox Public house
During hours of darkness scrap metal and piping was taken from a parked and secure Ford Transit Van parked outside the Pub.

05/05/10 - Theft, other - 54 The Owell, Pakenham
In hours of darkness an unknown offender has stolen a 5ft tall wooden bird table from the rear garden of the property.

11/05/10 - Common Assault (non-injury) - The Owell, Pakenham - NO PUBLICITY

11/05/10 - Criminal Damage, Dwelling - The Owell, Pakenham - NO PUBLICITY

25/05/10 - Burglary, other building - Telephone exchange building, The Street, Pakenham
During an unknown period of time an unknown offender has broken into the Telephone exchange building and stolen three rolls of 30 metre 100 strand cabling from within.

04/06/10 - Theft, other - Unknown street, Pakenham
During hours of darkness unknown offenders have opened two BT junction boxes and stolen a quantity of copper piping from within.

28/06/10 - Fear & provocation of Violence Sect 4POA - The Owell, Pakenham
Detained offender used threatening words and behaviour towards arresting officers whilst being arrested for separate offences and was given a 4-month prison sentence for his trouble.

STAY AWARE OF THE DANGERS IN YOUR GARDEN
The longer days and warmer weather means children are spending more time in the garden enjoying the outdoors. For many children water holds a particular fascination, with garden pools, paddling pools and other water features often being exciting sources of interest. Drowning is the third most common cause of accidental death amongst the under 16's. Make sure that you know where your child is at all times whilst in the garden.
On that note, please make sure that you know where and what your child is doing wherever they are. With the warmer weather we are also seeing increases in Anti Social Behaviour within our villages. Some may seem very petty to even report to some people, but to others this can be the beginning of a nightmare. The SNT is committed to reducing the number of ASB incidents and would urge people to report any such behaviour to us at an early stage so that we can curb the behaviour swiftly and effectively.

"Street a Week" Initiative...
The "Street a Week" initiative is a force wide engagement with identified streets within our community to make engagement with the Safer Neighbourhood teams more meaningful and give a bigger impact, allowing residents time to speak to the Police and partnership agencies about things that really are affecting their lives and local community. It is up to the agencies to listen, discuss and act on concerns and information given.
6 streets in the Rural north area have been identified please see the following dates and areas below for more details. Further publicising will follow nearer to each areas 'week'. Please come and get involved and TALK to us, it is getting a far more frequent event that people are having problems and are not letting us know...

The Chairman convened the meeting.

7 - Approve minutes of meeting:-
held on 17th June 2010. Councillors agreed that these should be signed as a true record.

8 - Clerk's report:-
Community Governance Review - After discussion, it was agreed that the Parish Council does not consider any boundary changes to be necessary. A question will be added to the questionnaire to be sent to residents by the Parish Plan Committee to ask their views on this matter.
Village of the Year - Pakenham was visited by the judging panel who commented favourably on The Dell, the allotments, and the proposed purchase of Church Green Wood. They were impressed by the Welcome Pack given to new residents and liked the idea of the village pantomime. Unfortunately we did not win on this occasion. Clare has gone through to the next round.
Ixworth Conservation Area - Following representations to the Borough, the dwelling previously included in the Ixworth Conservation Area has been removed. The residents have thanked the Parish Council for their help.
The Police have agreed new times of opening of some Police Stations. Ixworth Police Station will continue to open for two hours on three days a week.
Road closure - C651 Bury Road, Gt Livermere/Timworth will be closed temporarily between 2nd -13th August.

9 - Planning applications:-
SE/10/0785 - Manor Farmhouse, Upper Town
(i)Provision of external staircase to east elevation of cart lodge
(ii) insertion of 2 no. windows and 1 no. door
Councillors agreed unanimously that they have no objection to this application.

SE/10/0756 - Bridge House, The Street
Conversion of existing single storey outbuildings to form
(i) annexe and
(ii) residential holiday let with associated alterations
Councillors agreed unanimously that they have no objection to this application

10 - Finance Report:-
A Finance Report was circulated. All payments were agreed.
Burials and Memorials - Clerk to contact other parishes to compare charges. For discussion at next meeting.

Quotes from Solicitors were discussed and it was agreed to ask Greene & Greene to contact the Borough Council with regard to the land purchase.
