Minutes of the meeting held on MONDAY 31 JULY 2006
Pakenham Village Hall

Present: Cllr J Mangnall, Cllr H Painter, Cllr D Dorling, Cllr M Sargent, Cllr L Patterson, Cllr C Spicer and Mrs M Gardiner (clerk).

2 - DECLARATION OF INTERESTS: Cllr J Mangnall - Playing Fields

3 - PUBLIC FORUM:-
Shetland Boats: All members of the public had come to ask about the company's continued flouting of the conditions applied to their planning application. The Chairman read out the nine conditions. Cllr Spicer reported that he had told the Planning Officer that he would appoint a member of the village to monitor operations. M Wright had been appointed and will report back to Cllr Spicer any violations on a monthly basis, including the fact that a Mid Anglia Crane Hire wagon drives down the lane (Grimstone End) regularly. It was suggested that the Planning Officer should visit at 6.00am to see for herself. Cllr Spicer to invite. Clerk to chase reply to letter to Planners dated 30.6.06.
Proposed Rifle Range at Stowlangtoft: The council was asked whether there had been any further communications regarding this matter. We had heard nothing further and neither had the Borough.
CCTV & Lighting outside Village Hall: No further progress.

4 - POLICE REPORT:-
No report. A member of the public said she had been told that PC Tate was on sick leave.

5 - BOROUGH COUNCILLOR'S REPORT:-
Borough: The Athenaeum will re-open shortly. The West Front has been sold to a developer.
The Cattle Market project proceeds apace. By September we should know if the public building will go ahead. This project has an investment of 15 million pounds.
Manor House Museum Collections: Cllr Spicer is suggesting to the Borough that the clocks etc be housed in the Guildhall.
Pakenham Tipping on the A143 Ixworth Bypass: The Council agreed to write to the Borough asking when the conditions will be enforced. Since the last meeting the pile of dirt had been spread out!
Anderson's Pit: The planning conditions allow use 28 days a year. The original application, five years ago, was turned down. As the Parish Council has reported more work there than is allowed, the Enforcement Officer should visit the site and enforce the 28 day rule. Cllr Spicer to report back.
Brookfield, The Street, Pakenham: Cllr Spicer had been approached about the wall fronting this property, which is not in keeping with a village in a conservation area. Cllr Spicer has borrowed the plans and will contact the Planners. Parish Council to write to Conservation Officer inviting him to come to see the type of flint walling and the quality of materials used, suggesting there may have been some mistake made by the builders. The Council is also concerned about the safety of a wall of that height constructed in this manner.
Dog bins Cllr Spicer to chase up.

6 - COUNTY COUNCILLOR'S REPORT: No report

The Chairman convened the meeting.

7 - MINUTES OF THE PREVIOUS MEETING: were agreed & signed as a true record.

8 - CLERK'S REPORT: (Cllr Mangnall left the room at this point)
Pakenham Village Hall & Playing Field Association are hoping to refurbish the children's play area on the recreation ground and have applied for a grant of up to £2000. The Council agreed in principle to budget this into next year's precept but would like to see 2 or 3 quotes for similar schemes.

9 - PLANNING APPLICATIONS:-

The Fox Public House: had withdrawn their application to pollard 2 willow trees & one poplar, but TCA06/1325 applies to pollard 2 willows and one alder tree.
The Council has no objections.

SE/06/2121 - Erection of single storey extension to accommodate swimming pool, Paltry Farm, Brand Road. Councillors were concerned about the size and visual aspect of the proposed building and will visit before making a decision.

OUTCOME OF PLANNING APPLICATONS:-
Pakenham Water Mill: renewal/replacement of 6 windows granted.

10 - FINANCE REPORT:-
It was agreed to send a £50 donation to Newstalk as last year. Cllr Dorling had received information about a Tree Forum at a cost of £30 and was keen to attend. The Council agreed this would be useful.

11 - TIPPING BESIDE A143:-
Letter from Planning Officer advising of issue of Enforcement Notice to the landowner was discussed in Borough Councillor's report.

12 - CCTV & ADDITIONAL LIGHTING OUTSIDE VILLAGE HALL:-
Was discussed during the Public Forum. Council to chase.

13 - THE DELL:-
A letter had been received from the Tree Officer following his site visit. He now recommends a non-invasive cable bracing system for the beech tree. Great care will have to be taken because of its proximity to the road. Cllr Dorling to investigate manufacturers of the Cobra system and to request two quotes. Mark Bleay has coppiced the hedges and felled the trees as requested and sent an interim invoice.

14 - CORRESPONDENCE:-
The Chairman had received a letter from Hanchetts, who had been testing the safety of gravestones at our request.. Discussion ensued regarding the cost, but the decision was made to accept the more expensive of the quotes as it would be the long-term option. Carried unanimously. Clerk to contact Hanchetts and arrange for work to be done. Councillors suggested that we precept annually for the safety of the gravestones.
