PAKENHAM PARISH COUNCIL
Minutes of the meeting held on 14 NOVEMBER 2005
Pakenham Village Hall

Present: Cllr J Mangnall, Cllr H Painter, Cllr D Dorling, Cllr R Griffin, Cllr L Patterson, Cllr M Sargent and Mrs J Brookman (clerk).

APOLOGIES: Cllr P Smith

1.0 - DECLARATION OF INTERESTS:-
Cllr Mangnall declared an interest in planning application SE/05/02453 - erection of wooden storage building at the Village Hall, Pakenham.

The Chairman convened the meeting.

2.0 - THE DELL:-
Cllr Painter reported on the discussions that had taken place at The Dell between David Franklin, Tree Officer for the Borough Council, Mark Bleay of Countryside Conservation and Tree Services, Cllrs Sargent, Griffin and Spicer (part-time) and clerk. It was agreed that it was important not to change the character of the area whilst ensuring that adequate steps were taken to make the area as safe as possible. Permission would be sought to carry out the necessary work on three trees and then the situation would be reviewed. An estimate had been requested regarding the planting of 6 trees and under planting with bulbs on the verge opposite The Dell.

Cllr Mangnall left the meeting at 7.55 pm and Cllr Painter then chaired the meeting.

3.0 - PLANNING APPLICATIONS:-
SE/05/02453 The Village Hall, Pakenham. Applicant - Pakenham Village Hall & Playing Fields Association. Erection of wooden storage building.
The Parish Council agreed that as the storage building is to be erected in the conservation area of the village it should be coloured either dark green or black with the roof to match. It was suggested that chicken wire be placed beneath the building to deter vermin as it is situated by a ditch. Confirmation was requested that the existing shed currently situated in the corner of the car park of the village hall would be removed.

4.0 - OPEN FORUM:-
The clerk circulated the six monthly figures and draft precept. There was discussion concerning the allocation of the precept. Funding a specific project like the refurbishment of the pavilion was discussed rather than a general grant. As a result clerk to request a statement of the accounts from the PVH & PFA by the next meeting to assist the precept discussion.

The area around the notice board and village sign was discussed. It was unanimously agreed that the clerk write to the Chairman of PVH & PFA and offer that the Parish Council landscape and plant the area to make it a pleasant focal point in the conservation area of the village. The council also proposed to meet the ongoing costs to maintain this area for the future.

Cllr Dorling reported that he has received information that Anderson's site had been used for more than 28 days for digger training and this exceeded the annual allowance. Clerk to write to the Enforcement Officer at the Borough Council with a copy to Cllr Spicer and also to the land owner.

Cllr Sargent reported near miss accidents and one collision on The Owell where the road divides to the left and right and requested give way lines be painted in at the junction as at the junction of The Owell with St Mary's View. Clerk to contact the Borough Council.

Cllr Mangnall had received information that an elderly person had fallen from the footpath into the road outside St Mary's Church after descending the church steps. This is the second reported incident this year. Clerk asked to contact County Council for advice regarding a barrier, awaiting reply.

5.0 - DATE OF NEXT MEETING:-
The next meeting will be held on Monday 28 November 2005 at 7.30 pm in the Village Hall, Pakenham and the following meeting will be held on Monday 16 January 2006.

The meeting was closed at 8.35 pm.
