PAKENHAM PARISH COUNCIL
Minutes of the meeting held 7.30pm 3 MARCH 2003
IN THE PAVILION

Present : Cllr D Dorling, Cllr P Smith, Cllr T Cox and Mrs V White (part).

APOLOGIES : Apologies were received from Cllr J Mangnall, Cllr L Couper, Cllr H Painter, Cllr B Chester and Mrs J Brookman (Clerk).

1. - DECLARATION OF INTERESTS :-
There were no declarations of interest at this point.

2. - MINUTES OF PREVIOUS MEETING :-
The minutes of the meeting held on 27 January, 2003 were approved and signed as a true record.

3. - CLERK’S REPORT :-
A written report stated that a new police officer, Pc Sarah Chapman has been assigned to the village.

4. - PLANNING APPLICATIONS :-

OUTCOME OF PLANNING APPLICATIONS :-

SE/02/3703/P Newe House, Fen Road, Pakenham
Conversion and extension of former stable block and part of agricultural building to form living accommodation to be used as a residential annexe. GRANTED.

SE/02/3985/P Cotswold, Fen Road, Pakenham
Erection of conservatory to annexe. GRANTED.

5. - CCTV CAMERA :-
The budgets were presented and discussed and it was agreed to go with the "own brand" system. Cllr Smith to talk to suppliers re warrantees and details. It was proposed that Max and Jan Bacon provide the tapes and that the Data Protection Registration be paid out of the funds raised. Sundry expenses to be reviewed annually. It was agreed that the Parish Council’s insurance be increased to cover the purchase.

6. - CONTRACT FOR STREET CLEANER :-
Held over to next meeting.

7. - FINANCIAL STANDING ORDERS :-
Copies of the standing orders were distributed.

8. - THE DELL AND SURVEY REPORT :-
Held over to next meeting.

9. - BURIAL GUIDELINES REVIEW :-
Held over to next meeting.

10. - ST MARY’S CHURCH CAR PARK :-
It was reported that several persons had been stuck in the church car park, the church requests that the Parish Council looks into the problems. Deferred to next meeting.

11. - BUS SHELTER :-
Some tiles have been removed from the roof of the bus shelter. Cllr Mangnall to be asked to organise repairs.

12. - CORRESPONDENCE :-
Regarding a letter from the Pakenham bell ringers it was confirmed that grass cutting is already on a regular basis.

It was requested that an application pack be obtained from the Countryside Agency and Suffolk County Council to help continue to run the Parish Paths Parntership for 2003/2004.

13. - COUNTY AND BOROUGH COUNCILLOR’S REPORT :-
It was confirmed that the land behind 13 and 14 The Owell, Pakenham will be added to the list of property to be maintained by Havebury.

All lights on The Owell are now functioning well.

St Edmundsbury contacted Mrs White regarding the Claimed Bridleway on the Pakenham/Norton/Thurston border. We have no firm evidence as to use but in general the council expressed support for such a bridleway or a modification of such using existing tracks.

Mrs White has informed Inspector Mayhew on our behalf that it is not necessary for her to visit Pakenham. Clerk to ensure that the new Pc is invited to the next Parish Council meeting.

The possible problems due to the IKEA site at Stanton and what could be done to the road system around Great Barton were discussed.

The "lump" in the road from Pakkenham to Great Barton, just after the Upper Town crossroads was mentioned.

14. - DATE OF NEXT MEETING :-
The next meeting will be held on Monday, 14 April 2003 in The Pavilion at 7.30 pm.

The meeting closed at 21.15 hours.
