PAKENHAM PARISH COUNCIL
Minutes of the meeting held on 11 APRIL 2005
Pakenham Village Hall

Present: Cllr J Mangnall, Cllr H Painter, Cllr R Griffin, Cllr L Patterson, Cllr M Sargent, Cllr V White, Cllr C Spicer, Mr Edmund Travers and Mrs J Brookman (clerk).

APOLOGIES: Cllr P Smith and Cllr D Dorling.

1.0 - DECLARATION OF INTERESTS:-
Cllr Mangnall declared an interest in all matters relating to the village hall.

2.0 - POLICE REPORT:-
Insp Mark Lewis has taken up the post of Section Commander and Pc Darren Brown is the new Community Beat Officer for Pakenham.

3.0 - BOROUGH COUNCILLOR'S REPORT:-
Cllr Spicer was positive about the meeting held with the Patsy Dell of the Borough Council Planning Department and Mr Reinman of Shetland Boats and thought that it was good to have an airing of the situation. Cllr White confirmed that Patsy Dell would like to be kept in the picture regarding resident's observations and that Mr Reinman of Shetland Boats had agreed to write to delivery companies with a plan and directions to ensure that they take the correct route, Parish Council to be copied in. This has not yet been received. Clerk to chase with Patsy Dell.

Following on from this Cllr White confirmed that the Local Plan was up for readoption and if was felt that the "rural use" included was not a strong enough definition. Cllr Painter requested Cllr Spicer ask the planning officer if the existing use at the Bildwell site as a builders yard has extinguished by the implementation of planning consent relating to Shetland Boats given the pending legal consent for restricted use.

Cllr Spicer confirmed that he had raised the points made by the Parish Council at the last Cattle Market meeting.

Confirmation that Anglian Water is renewing the rising sewer main in Fen Road at present and work will take 16 weeks.

4.0 - COUNTY COUNCILLOR'S REPORT:-
Cllr White updated the council with the Suffolk County Council Local Transport Plans.

Confirmation of parking problems in The Owell and River Close, waiting for Havebury to report back after a site visit.

Update on licensing system and temporary event notices.

Cllr Mangnall thanked Cllr White for the excellent support she had given and all she had achieved whilst working as the Borough Councillor and County Councillor.

5.0 - PUBLIC FORUM:-
Mr Edmund Travers raised the question of low cost renting/purchase of property for local people in the village. Clerk to write to Havebury Housing outlining the growing concern and requesting information on how the point system serves local people and those employed locally (copy to CS).

6.0 - CLERK'S REPORT:-
The Clerk has contacted the Suffolk County Council requesting a "stop" sign at the Upper Town junction, site visit pending.

7.0 - PLANNING APPLICATIONS:-
SE/05/1240/P Mayford, Thurston Road, Pakenham. Applicants Mr & Mrs N Freeman. Erection of single storey extension to side and rear (following demolition of existing addition). No observations.

SE/05/1395/P Meadow House, Fen Road, Pakenham. Applicant Mrs S Skevington. Conversion of part of garage into living accommodation. No observations.

SE/05/1378/P Puttocks Hill, Transmitter Station, Livermere Road, Great Barton. Applicant NTL Broadcast. No observations.

OUTCOME OF PLANNING APPLICATIONS:-
TCA05/1129 The Garden House, The Street, Pakenham. Applicant Mrs B Beevor. Fell one Acacia tree and two Sycamore trees situated in the Conservation Area. No objection to the proposed work.
(NB This application had not been received by Parish Council and therefore had not made comment.)

9.0 - PAY REVIEW FOR VILLAGE CLEANER AND CLERK:-
The Parish Council agreed that Mr Hosken's hourly rate should be increased to £5.75 as from 1 April 2005 and the clerk's wages increased to £8.00 per hour with effect from 1 April 2005.

10 - TOPIARY ART DESIGNS:-
The clerk confirmed that this application will not be heard at the May Planning Committee meeting as it is still being considered by the planning department.

11.0 - THE DELL:-
Mark Bleay had confirmed that the report should be available for the next meeting.

12.0 - ADDITIONAL LIGHTING OUTSIDE THE VILLAGE HALL:-
Deferred to next meeting so that the new County Councillor can be approached re money from locality fund for 2005/2006 toward the cost of a lamp post for additional lighting.

13.0 - REVIEW OF CEMETERY GUIDELINES:-
The Parish Council agreed to the amendment of the wording of the guidelines and the addition of the recommendation that York stone and Portland stone would be the preferred materials.

14.0 - CORRESPONDENCE:-
Newsletter of Suffolk Preservation Society - Suffolk View.

Consultation paper explaining the County Council's ambition to create a new Directorate for Adults and Communities.

First issue of Bury St Edmunds Two Council's newsletter "Town Talk".

Training session for Parish Councillor on Planning Matters to be held on 10 May in Bury St Edmunds, Cllrs Griffin and Patterson to attend.

Suffolk Wildlife Trust's Habitat Management Workshop Programme for Summer 2005.

Request for donation from East Anglian Air Ambulance or old mobile phones, toner cartridges or foreign coins. Donation declined.

The Local Councillor - March 2005.

Letter from Norton Pre-School informing us they have received all necessary planning permission to build a new pre-school and have raised enough funds to start the project. Donation of £100.00 previously offered to support the project now to be given.

Notification from Suffolk County Council regarding temporary closure of part of Fen Road, Pakenham in order that a new rising main for Anglia Water can be installed.

Letter from Suffolk County Council with an invitation to join the Parish Paths Scheme in the forthcoming financial year for projects or routine maintenance work. Taken by Cllr Patterson.

15.0 - OPEN FORUM:-
It was reported that in future there would be a charge for vermin control which to date had been a free service.

Concerns were raised regarding The Owell and the Parish Council requested the clerk write to the police outlining the concerns and Cllr Spicer agreed to contact to the Enforcement Officer regarding the parking of vehicles on verges.

Cllr Painter had made enquiries regarding the hire of a home cinema kit as mentioned in The Local Councillor. It was agreed that the Parish Council would donate £100 towards the cost of hiring the equipment and film in the autumn to offer a social event to the village.

16.0 - DATE OF NEXT MEETINGS:-
Monday 23 May 2005 - Annual Parish Meeting and Annual General Meeting of the Parish Council, 7.30 pm in the Village Hall, Pakenham.

Monday, 4 July 2005 and Monday 5 September 2005, 7.30 pm in the Village Hall, Pakenham.
