Minutes of the meeting held on Wednesday, 25th May 2016
following the Annual Parish Meeting at the Village Hall

Present: Cllr H Painter (Chairman); Cllr M Bagnell, Cllr Brookman, Cllr N Davey, Cllr D Dorling, Cllr C Palfrey, Cllr B Sidebotham
Four members of the public were in attendance
Mrs S Brown (clerk) took the minutes.

1 - Election of Chairman:-
Cllr Bagnell proposed Cllr Painter this was seconded by Cllr Brookman all in agreement Cllr Painter dually elected Chairman
Cllr Painter signed the Declaration of Acceptance of office

2 - Election of Vice-Chairman:-
Cllr Brookman proposed Cllr Dorling seconded by Cllr Painter all in agreement.
Cllr Dorling dually elected Vice-Chairman and signed the Declaration of Acceptance of office.

3 - Record Councillors' apologies for absence: All Councillors were in attendance.

4 - Declarations of interest: No declarations were received.

5 - County Councillors report:-
Cllr Hopfensperger was not in attendance.
Borough Councillors report:-
Cllr Brown updated Council on the kebab van parked on Bury Road. The Chair from Ixworth Parish Council was in attendance and advised Ixworth Parish Council had not received any real feedback from Ixworth residents on the matter at past meetings but in the last couple of weeks some adverse comments had been received which the Council will look into at its next scheduled meeting. Cllr Brown advised the road is owned by Suffolk County Council and they would require a large number of complaints and to implement regular monitoring of the site before they would take action. An email of complaint on the matter was read to Council (to forward to Cllr Brown). The Council discussed the matter; it was felt it was very positive the Chair from Ixworth was attending the meeting. Although Ixworth parish council had not currently received any complaints from residents they also had an issue of parked vehicles on Mulleys roundabout, Council felt the same issues applied. It was agreed the clerk to re-send a letter of concern on the matter to St Edmundsbury Borough Councillor Brown with copies to Suffolk County Councillor Hopfensperger and Ixworth Parish Council to include why the site/s could not be monitored with CCTV.
Cllr Brown advised the enforcement team had inspected the tree planting at Mill Road and found they complied with the order and they will continue to monitor them. The site highlighted of concern at Grimestone End does breach regulations and the enforcement team will take it forward. Cllr Brown had looked into the issue of the brown bins and what constituted compostable waste but this had not been fully explained. Cllr Brown advised the planning application Ponderosa would be heard at the Development Control Committee meeting on 2nd June at 10am. An email received from a resident with concerns about a planning issue to be forwarded to Cllr Brown to respond to.
Public Forum: No members of the public wished to speak

6 - To consider the approval of the minutes of the last meetings:-
The minutes of the meetings held on 27th April 2016 were approved and signed as a true record.

7 - Matters arising from previous meeting:-
Affordable Housing Update: A letter had been sent to Havebury Housing unfortunately the Officer dealing with Pakenham will not be able to attend the next meeting but it was hoped a colleague would be available. Council agreed they were happy for Havebury to attend the meeting on 27th July as long as Councillors were given the information before that time. Cllr Brown advised Havebury had been sent everything they needed from St Edmundsbury planning department.

8 - Clerks Report:-
The two dog waste bins had been delivered to Cllr Dorling: It was found it was necessary to order x2 extended metal posts for them to be erected, these have been ordered. The national salary award for 2016-2018 has been issued; Cllr Brookman proposed acceptance of the award seconded by Cllr Dorling all in agreement to apply the increase to the clerk's salary.
Schedule of outstanding Highway issues: Councillors were updated.

9 - To confirm PVH & PFA representative:-
Council discussed and confirmed Cllr Palfrey to continue as the representative.

10 - To consider cemetery memorials – E14 & E30:-
Council discussed and all in agreement to approved the memorials

11 - To consider placement of x2 dog waste bins:-
Council discussed and agreed to place one waste bin on the grass between the gates of the overspill car park for the Water Mill and the entrance to Suffolk Wildlife. The second bin to be placed next to the footpath (4) sign at Baileypool after Cllr Dorling had contacted the nearest resident to ensure they were happy with this. The clerk to inform St Edmundsbury when installed.

12 - To consider works to Church driveway:-
Council discussed and agreed for Cllr Dorling to acquire a price for the works needed. To put on next agenda.

13 - Correspondence:-
i. Gt Barton Neighbourhood Plan – Identification of Area: Council discussed and agreed the identified area of Great Barton was correct.

ii. Email received from Thurstonbury Music Festival asking for a donation towards the cost of advertising: Council discussed and agreed not to donate monies on the basis Pakenham have their own charity events.

iii. Email received from Stanton Parish Council advising they are holding a meeting to discuss crime levels in Stanton and the surrounding villages: Members of the public were welcome to attend. The clerk to put the poster on the notice board.

iv. To distribute to Councillors: Suffolk fire & rescue service integrated risk management plan 2015 – 2018, leaflet on emergency first aid at work training & fire awareness course, Clerks & Councils Direct and Suffolk View.

14 - Planning:-
A planning application had been received after the agenda had gone out. Council agreed to hold a planning meeting to decide the application on Thursday, 2nd June at 6pm.

Porch to east elevation single storey rear extension (removal of existing greenhouse) alterations to roof over utility room: Granted 3.5.16

DC/16/0355/LB The Old Shop, The Street.
As above & remove internal brick arches and piers and replace with steel joist. Granted 3.5.16

DC/16/0548/FUL Ponderosa, Fen Road.
1 no. dwelling notification of Development Control Committee Meeting on 2nd June at 10am.

15 - Finance Report and to consider payments to be made:-
The deposit account received interest of £33.48 on 4th April 2016 and held a cleared balance of £6,715.34.
The current account had a cleared balance on 4th April 2016 of £9,435.37 and an uncleared balance before tonight's invoices have been paid of £22,313.88.
Allotment rents received to date: £112.
Annual review of Financial Risk Assessment: Council discussed and were happy the financial risk of the Council was sufficiently assessed.
Internal Audit Review: The report received from the internal report was read to Council.
To approve and adopt year end accounts and sign Annual Governance Statement: Cllr Brookman proposed the approval of accounts seconded by Cllr Dorling all in agreement the statement of accounts and Annual Governance Statement were dually signed.
To confirm transparency fund application: Council discussed and agreed to apply for £200 laptop, £115.83 software and £58.33 scanner - a total of £374.16. The clerk to send the application to SALC for approval.
Insurance review and premium: A comparison of three quotes was distributed to Councillors. Council discussed and agreed to take out insurance recommended by Came & Co. Ecclesiastical Insurance on a three year term of £580.39

16 - Councillors' reports and items for future agenda:-
Cllr Dorling asked for an item on the next agenda 'shooting club/range in Stowlangtoft;' Cllr Sidebotham advised the hedge behind the Owell is very overgrown the clerk to report to Havebury Housing. Cllr Palfrey reported on the splendid job the clerk to Pakenham Charities was carrying out and asked if Council were happy for Cllr Dorling and himself to continue as the Parish Council's representatives to the Pakenham Charities for the Poor. Council were very happy for them to continue. Cllr Dorling reported Footpath number 4 had been mowed and whoever had cut it had done a very good job, it was a pleasure to walk on.

17 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Thursday, 2nd June at 6pm in the Village Hall.

There being no further business the meeting was closed at 9.43pm
