PAKENHAM PARISH COUNCIL
Minutes of the meeting held on Wednesday, 17th February 2016
in the Village Hall
Present: Cllr Painter (Chair), Cllr Bagnell, Cllr Davey, Cllr Palfrey and Cllr Sidebotham

Mrs S Brown (clerk) took the minutes.
1 - Record Councillors’ apologies for absence:-
Apologies received and accepted from Cllrs. Dorling and Brookman
2 - Declarations of interest: No declarations were received.
3 - Police Report:-
No Officer was in attendance, a report had been received there had been no crimes of interest since the last meeting.
County Councillor’s report:-
Cllr Hopfensperger did not attend and no report had been received
Borough Councillors report:-
Cllr Brown did not attend but sent a report received after the meeting and circulated by email which included: Mr Chester lost his planning appeal. Brown bins are to be taken away and have the last collection w/c 21st and 28th March with final collection date 2nd April. The new Brown bin collection service, at a charge of £40 per year will commence 4th April; letters are being sent out now and people can sign up to this Collection Scheme from 15th February. Please note, the Brown bin is for Garden Waste only. There is a proposal for Council Tax to increase by £3.49 per annum. A vote is to be taken by Borough Councillors at 23rd February on this. For your information, the council tax is split: 76.5% Suffolk County Council, 12% St Edmundsbury Borough Council and 11.5% Police. So not a large proportion comes directly by St Edmundsbury BC. Western Way Public Village Masterplan is in consultation, this ends 29th February. West Suffolk Operational Hub is still in consultation until 19th February. I’ve allocated £400 to Pakenham Village Hall to purchase equipment and materials to support children and family based activities. This money was particularly requested to help the Treat Street Cafe held at the village hall. Cllr Brown to give an update at the next meeting on his new role as Assistant Portfolio Holder for Families and Communitites.
It was asked if there was any news on The Fox public house, Cllr Sidebotham advised they were completing this Friday and were hoping to open in the summer. It was hoped to include The Fox within the village celebrations of HM the Queens 90th birthday. The parish council felt the village was incredibly lucky someone had taken on The Fox.
4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 27th January 2016 were approved and signed as a true record.
5 - Matters arising from previous meeting:-
Havebury Housing apologised for not coming back sooner; in order to advise on the value of the land they will need to run an appraisal on the site, unfortunately they have had a few issues with their appraisal system over the last few weeks these have now been resolved and they hope to carry out the appraisal as soon as possible. They are also awaiting a reply/comment from the planners with regard to the architect’s sketch that was sent to them. Havebury have been informed of the date of the next scheduled parish council meeting.
6 - Clerks Report:-
The planning department had informed the clerk of the only SSSI area in the vicinity of Pakenham which is Pakenham meadows and this has been marked on a map for future reference. The current laptop purchased in 2007 by Pakenham parish council (professionally cleaned twice in the last three years) is beginning to run very slowly. The clerk advises the purchase of a new laptop and possible printer/scanner the cost could be claimed back in the next financial year through the transparency code funding grant. Council asked for this to be placed on the next agenda.
i. Outstanding highway items: List of highway items circulated to Councillors with the outcomes. The clerk to report the pothole outside 3 Micklemere, Grimstone End again.
7 - Allotment rent review:-
Council discussed and asked the clerk to find out the cost of allotments within local villages and put on next agenda.
8 - Correspondence:-
To circulate to Councillors: Two copies of The Local Councillor, SALC letter financial update and subscription, St Edmundsbury letter review of Council area working parties (previously circulated by email), West Suffolk letter brown bin update (previously circulated by email). Received and circulated by email: survey from SCC on highways, survey from Suffolk Community Safety Unit, copy of the new & revised 2016 Good Councillor Guide (hard copy £2.25)
Donation request St Edmundsbury Newstalk: Council discussed and agreed to give a £50 donation.
9 - Planning:-
i. No Planning applications had been received.
ii. Any applications determined by planning authority: None received
10 - To Consider provision of dog waste bin Bury Road:-
Council discussed and agreed it was not appropriate to place a dog waste bin in this area at this time and would expect the owner of the kebab van to provide a litter bin for his customers.
11 - Finance Report and to consider payments to be made:-
The deposit account has a cleared balance of £6681.86.
The current account a cleared balance at 14th December of £13,549.21 and an uncleared balance before tonight’s invoices of £12,501.93
St Edmundsbury Newstalk £50 donation: a cheque no:1469 was raised for £50
ii. No further invoices had been received
12 - Councillors’ reports and items for future agenda:-
Cllr Sidebotham advised she had completed the survey on community assets and spoken to the writer of the ‘Walking the Dog’ article who will ask readers to clean up after their dogs in the next edition. It was reported the light in the telephone kiosk on The Street was no longer working and was in need of some maintenance. The clerk to contact B.T. to inform them. Cllr Bagnell gave his apologies for the next meeting.
