1 - Apologies for absence: none
2 - Declarations of interest: Borough Cllr Spicer declared an interest in the Newbury planning application.
3 - Public Forum:
Newbury - The applicant attended the meeting to explain the application and to answer any questions from neighbours. The Chairman spoke to the planners after receiving representations from neighbours about a new building erected on the site, which has a chimney taller than the accepted height. The meeting was told that the Highways Dept were not happy with the application in its current form and they would want a single access, preferably to the south next to The Birches.
Mill Road - Residents still awaiting action by the Enforcement Officer at St Edmundsbury.
There are large, potentially dangerous potholes at the roadside near the site. Clerk to report.
There is a new Camping & Caravan Club site along Mill Road.
Residents requested that meetings should be held in the village hall, particularly during the winter.
4 - .Planning application:
SE/10/1340 - Newbury, Fen Road, Pakenham
Construction of 2 no. vehicular accesses and the stopping up of the existing access
Councillors were reminded that they should only consider the construction and position of the new accesses and not anything discussed in the Public Forum. After much discussion and deliberation, Councillors agreed to object to this application. They commented as follows:-
The Parish Council consider that only one entrance should be provided to this site. The northern entrance is considered to be the safest option but should ideally be located closer to the northern boundary to reduce its visual impact, particularly on neighbours.
The Parish Council request a landscaping scheme be submitted as part of the application to ensure the visual amenity of the area is protected.
Outcome of planning application:
Granted - Woodstock House, Fen Road.
