PAKENHAM PARISH COUNCIL
7.30pm 15th January 2009, The Martin Room, St Mary's Church
Present: Cllr N Farthing (Vice-Chairman), Cllr M Sargent, Cllr A Keeble, Cllr M Bryant & Cllr D Dorling. Several members of the public and Mrs M Gardiner (clerk) were also in attendance.
1 - Apologies for absence: Cllr H Painter, Cllr R Griffin, Borough Cllr C Spicer & County Cllr R Hopfensperger.
2 - Borough Councillor's report: Cllr Spicer was unable to attend, but sent a copy of the comments he wrote to St Edmundsbury to support the Parish Council's wish to become classified as an infill village and not a service centre.
3 - County Councillor's report: none available. Councillor Hopfensperger is unwell and will send a report soon.
4 - Police report: The Vice-Chairman welcomed PCSO Jonathan Burke to the meeting. There were three reported crimes in October and November, but none since then. Theft of 2000 litres of white diesel from a storage tank, after driving across a field and cutting a barbed wire fence. Indecent use of public communications - indecent messages posted on internet resulting in victim receiving unwanted telephone calls. Common assault - young female assaulted by an adult female, causing redness and pain by digging their nails into her chest.
PCSO Burke told us that Councillor Banks from Barrow was organising the use of a speed-gun held locally, through the Speedwatch Scheme. The gun can be used by volunteers and offenders will receive warning notices. The Police will follow up frequent offenders. Further information will be available after a meeting at Ixworth Police Station on 5th February.
SCC have been asked to grit Bull Lane following a recent bad accident.
PCSO Burke will speak to builders who are parking their lorry in a dangerous position close to the junction at the bottom of Church Hill.
5 - Public Forum:
Site at end of Mill Road - Neighbour asked if there had been any progress - no.
Upper Town crossroads - Clerk to write to resident regarding overhanging foliage restricting the view at the crossroads.
A resident asked again for the minutes to be published in the local paper and the website minutes to be kept up to date.

7 - Approve minutes of the meetings held on 21st November & 11th December 2008:
Councillors agreed that these should be signed as true records.
8 - Planning applications:
SE/08/1686 - Dell House, The Street
Erection of single storey extension to front elevation.
Councillors studied the plans carefully and all agreed that they have no objection to the extension.
However, because of the proximity to the junction with the main road, Councillors are concerned whether sufficient off-road parking is available for the family vehicles. On-road parking would be very dangerous and reduce visibility, and therefore safety, at the junction. The planners are asked to check this point.
SE/09/0017 - Construction of ménage (revised scheme to SE/07/1862 omitting lighting and fence)
Councillors carefully considered the new plans and the report from the Environment Agency and agreed unanimously that they have no objection to this revised scheme.
SE/08/1441- Phoenix Cottage, Mill Road
SE/08/1616 - Linden House, Church Hill.
SE/08/1505 - Millers Meadow, Grimstone End
Appeal - 2 Micklemere. Councillor Sargent had spoken for the Council at the hearing. Mr Farthing had spoken as a neighbour and made his own representation for the views of the immediate neighbourhood. The Inspector will report his decision in three weeks.
Local Development Framework - sites & options consultation Councillors completed and returned the questionnaires from St Edmundsbury Borough Council. A statement was attached giving reasons why Pakenham should be considered an infill village and not a service centre. (Attached to these minutes)

Town & Country Planning General Permitted Development (Amendment) Order 2008 - Changes in planning regulations aimed at reducing the number of applications in the planning system.
Shetland Boats site - Clerk to ask planners for clarification of the owner's intentions for this site.

11 - Freedom of Information Act: Publication Scheme
The Clerk outlined the scheme, the details of which had been previously circulated to the councillors. A motion to adopt the Model Publication Scheme was carried unanimously, together with the list of information which will be made available. Notices to inform residents of the Scheme will be put on the noticeboards. Minutes of meetings will be sent to the Bury Free Press when they have been agreed at the following Council meeting. The Clerk will set up a Parish Council website with links to the Village, Church, Borough & County Council websites.
12 - Waste Core Strategy Issues & Options (Pt II) strategic sites - consultation.
The nearest suggested site is at Stanton. An incinerator there would not impact on Pakenham and so Councillors are not sending comments.
13 - Clerk's report:
SCC are holding a meeting for Councillors regarding opportunities for Suffolk from London 2012 Olympic & Paralympic Games. A report on the affordability of the financial cases for unitary councils in Suffolk was also available.
14 - Finance Report - attached.
Councillors agreed specified payments should be made.
An estimate for renovations to the windmill had been received at £5557.00 plus VAT for next meeting.
PVH & PFA have outlined the costs involved in keeping the village hall running, to justify their request for an annual grant of £1000.
