PAKENHAM PARISH COUNCIL

28 APRIL 2005, THE VILLAGE HALL, PAKENHAM

PRESENT: Cllr H Painter, Cllr D Dorling, Cllr R Griffin, Cllr P Smith, Cllr L Patterson, Cllr M Sargent, Mrs J Manning, Mrs M Wilcox, Mr & Mrs N Farthing and Mrs J Brookman (clerk).

APOLOGIES: Cllr J Mangnall and Cllr C Spicer.

1.0 - DECLARATION OF INTERESTS:
Cllr Painter declared an interest in planning application SE/05/1477/P, Eden Cottage, Fen Road, Pakenham and TCA05/1145 Newe House, Fen Road, Pakenham. Cllr Dorling declared an interest in planning application SE/04/3685 Topiary Art Designs.

2.0 - PLANNING APPLICATIONS:
Cllr Dorling left the meeting at 8.05 pm.

SE/04/3685 Topiary Art Designs, Mill Road, Grimstone End, Pakenham. Applicant Topiary Art Designs. Erection of building to accommodate workshop, store and offices associated with existing horticultural use (revised scheme) as amended by letter and drawing received 5 April 2005 indicating deletion of first floor storage area. The Parish Council made the following observations regarding this application; The plans are not significantly different from the last scheme, and the Parish Council would reiterate their observation regarding this as outlined in their letter of 12 November 2004; 1 Very concerned about the control of the site and that albeit the proposed building is smaller than included on the original application and the first floor has been removed, still concerned that this will be turned into a dwelling outside the development area of the village. 2 Concern that the site will be used for manufacturing the production of stainless steel frames, mentioned in Mr Chillingworth's report and subsequently as a retail outlet. 3 Also concerned about the open ended development of the site as a retail outlet given the hours listed as 8 am to 9 pm seven days a week, including Bank Holidays therefore 365 days a year. If permission is granted could there be a restriction included to control/reduce these hours? 4 There was also a concern regarding the highways if traffic use intensifies. 5 The Parish Council would ask that the external lighting be controlled and as a condition be included if permission is granted, to control the outside security lighting.

Cllr Dorling returned to the meeting at 8.30 pm.

Cllr Painter left the meeting at 8.30 pm and did not return.

TCA05/1145 Newe House (adjacent Compton Cottage), Fen Road, Pakenham. Applicant Mr John Woodward. Fell one Elm tree (1) and one Willow tree (2) situated in a Conservation area. No observations.

Mrs J Brookman left the meeting at 8.35 pm.

SE/05/1477/P Eden Cottage, Fen Road, Pakenham. Applicant Mr & Mrs I Brookman. Erection of single storey extension to side, two storey extension to rear and porch to front. No observations.

Mrs J Brookman returned to the meeting at 8.45 pm.

3.0 - DATE OF NEXT MEETING:
The next meeting will be held on Monday 23 May, 2005 in the Village Hall, Pakenham commencing at 7.30 pm.

The meeting was closed at 8.50 pm.
