PAKENHAM PARISH COUNCIL

MINUTES OF THE ANNUAL PUBLIC MEETING

HELD IN THE VILLAGE HALL ON 30th APRIL 2001

IMMEDIATELY FOLLOWING THE ANNUAL PARISH MEETING

PRESENT: Cllr. D. Dorling, Chairman; Cllr. J. Mangnall, Cllr. B. Chester, Cllr. L. Couper; Cllr. A. Cox; Cllr. P. Smith; Cllr. H. Painter; Mrs. V. White, Borough Councillor; Mrs. P. Griffiths, Clerk.

APOLOGIES: There were no apologies.

ELECTION OF OFFICERS: It was proposed by Councillor Painter and seconded by Councillor Mangnall and unanimously agreed that the officers remain as at present constituted.

DECLARATION OF ACCEPTANCE OF OFFICE: Councillor Derek Dorling accepted the office of Chairman.

REAPPOINTMENT OF CLERK: Mrs. P. Griffiths was reappointed as Clerk.

MINUTES: The minutes of the meeting held on 5th March 2001 were signed as a true record.

MATTERS ARISING:
(i) Footpath request, Thurston Road Crossroads A letter had been received from Mr. A. Taylor, Suffolk County Council Project Manager, stating that an assessment of the requested footway did not rank it as a high enough priority to be given consideration. In addition, land would have to be acquired to provide a footway, which would mean purchasing part of the local residents’ gardens.
(ii) Church Hill Mr Nunn had agreed to give consideration to a low level lip to define the footpath, hopefully to be included in work for the next financial year.
(iii) Land at Micklemere Mrs White said council officers had been to look at the site and were undecided whether a change of use had taken place. The land was designated as countryside on the local plan. The situation would be reviewed again in the next few weeks to see whether any developments took place.
(iv) Footpath No. 1 Suffolk County Council had written to say that they were concerned about the possible pollution which might be caused if planings were applied to the boggy area. The parish council accepted their opinion as this was a fenland area.

PLANNING APPLICATIONS:

 PAST APPLICATIONS

i) 33 The Owell Although the parish council had objected to this application (see minutes of the meeting held on 5th March 2001), the borough council had granted permission for the erection of a detached double garage with store/workshop on the first floor.

ii) Willowdene, The Street, Pakenham Councillor Painter said that he had written a letter of objection to the borough council, but had been told there had been little written response from the village. Councillor Couper said that she had also written to object and Mrs White said that she had represented the people who had come to her. Councillor Painter said that more people needed to be encouraged to write and express their views to the planning department.

NEW APPLICATIONS

i) The Old Farmhouse, Home Farm Lane: Application to erect a single storey extension to form a garden room. The parish council’s opinion was that the two buildings should not be joined together.

ii) Change of use from disused former allotment land to garden use, rear of 28-33 The Owell: The parish council had no objection.

iii) Change of use from agricultural building to Storage or Distribution, rear of West View, Brand Road: The parish council had no objection.

iv) Fenhurst, Bull Road There were no objections to the proposed extension and internal alterations.

v) Whitings, Fen Road There were no objections to the application to erect a single storey garden room.
